Merkin is often not very kind or generous of spirit. He is just as likely to make insulting comments about people he doesn’t like, but he also doesn’t do very much. He is happy to say ‘no’ first. He must have been advised not “make up” answers to journo’s questions at one point because there is famous footage of him looking very serious and saying nothing when asked a question that required detailed information.
